Tax auditing in Turkey is currently undergoing one of the most deep-seated paradigm shifts in the history of the Republic over the past two years. The traditional era of auditing, characterized by manually reviewing physical ledgers leaf by leaf, is rapidly becoming a thing of the past. Today, every e-invoice, every row of e-ledgers, every bank transaction, and every inventory entry is cross-matched in real-time and analyzed through AI-powered systems.
With the launch of the KURGAN (Institution-Supervised Analysis) system by the Ministry of Treasury and Finance as of October 1, 2025, this process has transformed into a structure that fundamentally redefines the taxpayer-administration relationship.
Now, the core issue is no longer "What happens if I am audited?" but rather "How should I operate knowing that I am already being audited every single day?"
In this new paradigm, it is clear that companies that have not updated their accounting infrastructure, have not employed qualified human resources, and do not work with professional tax advisory services will face severe risks not only from a tax perspective but also operationally.
Data from the Tax Inspection Board clearly demonstrates the scale of this transformation. Subjecting hundreds of thousands of taxpayers to risk analysis and issuing billions of liras in tax assessments points to an auditing capacity that would be impossible to achieve through classical methods.
KURGAN and VEDAS lie at the center of this new architecture.
KURGAN operates as an early warning system designed to detect risks of forged and misleading documents as to their content in real-time as transactions occur during the current period. Transactions deemed risky are notified to taxpayers via electronic notification (e-notification). In this respect, auditing has shifted from post-transaction review to the exact moment the transaction occurs.
VEDAS (Tax Audit and Analysis System) offers a much more comprehensive analysis infrastructure. By evaluating e-invoices, e-archives, e-ledgers, bank transactions, POS and cash register operations, SGK (Social Security Institution) notifications, customs declarations, title deed transactions, and other public datasets together; numerous parameters such as the purchase-sales balance, balance sheet consistency, book inventory, revenue flow, and document order are analyzed simultaneously.
In addition to these, when the Risk Analysis System (RAS), VAT refund control mechanisms, false document risk analysis programs, e-inspections, and similar systems are factored in, the picture is clear: taxpayer transactions are no longer analyzed periodically, but continuously.
Numerous elements—ranging from financing expense limitations to current account (adat) interest calculations, and from the alignment of book inventory with physical stock to the reasonableness of cash balances—are evaluated by algorithms before they ever reach an inspector's desk.
In this new paradigm, the most critical question for companies is this: Can you see the same financial picture that the tax authority sees about you?
In traditional accounting processes, the monthly trial balance is generated, tax declarations are prepared at the end of the period, and the cycle is completed. However, under a digital audit infrastructure, even a single recording error can instantly turn into a risk indicator.
Situations such as recording an invoice to the wrong account, discrepancies between the e-ledger and tax declarations, cash balances reaching unrealistic levels, or mismatches between stock and physical inventory are each flagged by the systems as a distinct risk signal.
At this point, the critical truth is this: Algorithms do not look at intent; they detect patterns in the data.
Therefore, companies must monitor their own data with a discipline close to the perspective of the tax administration.
Today, one of the most critical factors determining a company's tax security is the quality of its accounting system and data infrastructure. Legacy systems that have been used without updates for long periods can fall short against the speed and depth of digital audits.
Within this framework, the key prominent elements are:
Integration Integrity: All modules—ranging from sales systems (ERP, POS, e-commerce) to accounting, bank data, and inventory management—must operate in an integrated and consistent manner. Disconnects between systems represent the risk areas that digital audits detect most rapidly.
E-Document and Book Reconciliation: Absolute alignment must be maintained among e-invoices, e-archives, e-ledgers, and tax declarations. Even a single inconsistency can be flagged by the system as a risk indicator.
It is clear that companies that lack a data discipline comparable to the analytical power of the administration start the audit process at a disadvantage.
Technological infrastructure only gains meaning with the human resources that utilize it correctly. Even the most advanced systems turn into mere data-generating tools when not interpreted properly.
In the era of digital auditing, the expectation from the accounting function is not merely to keep records, but to manage risks by analyzing data. For this reason, companies must work with professionals who possess strong data literacy, analytical thinking capabilities, and a risk-focused approach.
No matter how robust the internal structure of a company is, tax risks must be regularly evaluated by an independent eye.
The contributions of advisory services obtained from Sworn Certified Public Accountants (YMMs) and tax experts can be summarized under three main headings:
Preventative Control: Regular independent tax reviews conducted monthly or periodically identify risks missed by internal processes at an early stage. Corrections made before entering the formal audit phase significantly reduce associated costs.
Process Design and Guidance: Structuring tax transactions in compliance with legislation, establishing the correct document and book recording order, and systematically managing risk areas can be soundly executed with expert support.
Strategic Decision Support: Decisions to be made during tax audits, settlements, or litigation processes directly affect the company's cash flow. Therefore, strategic management of this process is of critical importance.
The most robust defense against digital tax audits is not a single measure, but a multi-layered system formed by complementary risk shields.

Establishing a Tax Risk Map: A systematic structure must be established where risks specific to the company's field of activity are defined, and monitoring criteria are set for each risk.
Periodic Independent Reviews: Regular controls performed by Sworn CPAs (YMMs) or tax experts must encompass not only document reviews but also evaluations from a data analytics perspective.
Document and Record Discipline: Making payments strictly through banks, systematically archiving contracts, and running disciplined reconciliation processes constitute the strongest defense elements in a potential audit.
Adding a Tax Dimension to Management Reporting: Executive management must regularly monitor not only turnover and profit but also tax-related indicators such as VAT, advance taxes, cash ledger transactions, and current account movements.
Digital tax auditing is not a temporary practice; it is a permanent auditing methodology. This structure will continue to evolve and deepen in the upcoming period.
For this reason, tax risk must be treated not merely as a cost element, but as a strategic area that must be managed.
The vital approach is not to think "What if an audit occurs one day?" but to establish a structure that is audit-ready at any given moment.
